Two-Weapon fighting could just as easily be made a skill instead, since that's essentially what it is. Of course the whole dual-wielding concept is an absolutely absurd invention of rpgs and not even remotely realistic. There's is literally no historical precedence for it, or benefit.

Mostly because it is a skill. Sailors receive pretty extensive training in the use of ropes and tying knots. There's quite a bit more to it than "tie one end around something" or " hoist yourself up it." Of course, I'd have no issue with a game that presents a situation where its assumed all characters in the setting would have that skill and left it out, just as a modern game would not by necessity need a "read/write" skill. Its all about the context of the world.

No idea what an ECL is. But a personal pet peeve is any game system where its impossible to talk about characters without resorting to game-specific terms.
