If I saw a graphic novel in my comic book store with your art, there is no doubt I would pick it up for a flip-through.

Do your prices assume the person who commissions the art has all rights to that piece of commissioned art?

Generally the artist retains the rights to the piece, although If I was drawing a character of your own design we could negotiate a copyright tranferal. It's never really been a problem so far to be honest. If you wanted art for a project ,like illustrations for a rules set or an adventure module I'd be happy to guarantee not to use the same work again for a few years (except maybe in my own portfolio).
As I said this has never been a problem so far. I'm in the business of making new art that fulfils the clients needs , rather than selling stock images, so you needn't worry about art you've commissioned popping up elsewhere. I'm also not too strict about the application of art. As long as you give me credit ,you could use the art on a number of applications (website , book , advertising etc) without worrying about additional fees.
