That's an awesome review. The only review I have for SC3 is this:

As soon as I finished reading SC3, I immediately ordered IHW: StarCluster. I will eventually be running it in Gurps. Not because any of your systems presented are better/worse (they read pretty well, and I really like the StarPerc system), just for overall familiarity. The setting creation/design rules are incredible. The setting, as presented, is one of the most thoroughly thought out and well constructed I have ever read. Well done!
