The new CoatHanger RPG framework is my series of free, livejournel'd posts designed to assist in writing RPGs. Evidently, it works, as I have written a rough draft of a fantasy RPG based on that framework.
CoatHanger Fantasy RPG is the resulting rules-light fantasy RPG. The World is suspended between the Overworld and Underworld; to the north are the domains of the elemental dragon kings of Air, Beasts and Metal. To the south are the domains of the elemental dragon kings of Water, Plants and Earth and, from east to west, the court of the elemental dragon king of fire endlessly circles the world, skimming below the overworld and above the underworld.
This world is not a sphere...And the previous paragraph is literally true in the game. Looking up at night, or carefully in the day, one can see the bright souls of the righteous shining and swirling in the heavens. Dig too deep and you will not like what you find...
The overworld, underworld and elemental dragon kings all provide magic of different sorts.
Now, if I've got any of you hooked - I'm looking for people to run playtests. I'll provide a .pdf of the rules in their current state and be available to answer questions, both on here and on IRC.
Playtesters will get their names in the credits as well as the final product as a .pdf (Hey, I'm on a very short budget here... :) )

Rules Light is always good to hear. In my opinion there are only two types of game systems Percentile based and Dice pool based. Which does it fall into and can you please explain the core mechanism for determining success?
I'll be updating the rules to the second draft starting next week tuesday, following professional writing advice I've read to let a rough draft sit for a week.

Percentile base, I'd guess - You roll 3d6 + modifiers versus difficulty. The 'modifiers' is where the detail happens.
For example, if the example character I'm using wanted to run a wilderness race, the GM would then ask for speed and endurance rolls. He'd have +3 for speed (Grace, Athletics) and +2 for Endurance (Strength) and could use Comprehension, Perception, Awareness +3 to help him find a good path through the wilderness.
He could also use Willpower to push himself harder and Charisma and Insight to try to, say, mess with his opponents' heads - These sorts of actions would use the assistance rules.
Combat turns your damage bonus into d10's; damage resistance is also a static number. This is because (IMO), it makes combat more interesting.
To encourage varied actions, I've got a rule in there disallowing repetitious use of traits.

Third draft beginning - Final draft planned for fourth or fifth draft - No later than fifth. After that, I go looking for an editor and art.
And after that, I publish it.
And after that - Profit! Or at least enough to buy me a sandwich...
