What does one run-through of that do, in terms of other games?

Conversely, which parts of it are equivalent to a single skill check, a combat, oen round of a combat...?

  This whole thing would encompass one whole combat.
  The loop between "Judge declares action type" and "Progress > TN?" would be one round of combat.

  The one thing I wanted to do with this medieval fantasy RPG was to set it up so that the player had to balance offense and defense. So the step where you roll and assign dice, you roll 2d6, and after the roll assign one to offense (Drive) and one to defense (Caution).
 Drive and Caution get augmented by a stat, based on your action type (physical stats for combat, social stats for an argument/debate, etc).
  Then you compare your Drive (augmented) vs. their Caution (augmented) to see how much Progress you accumulated towards your TN (goal/stakes).

  I did a similar mechanic in Steampunk Crescendo and it ended up pretty fun. I am trying to figure out how to model damage in this new game though. I am on the tipping point of die penalties vs. game effects (these would be more complicated to pick/judge, but more interesting mechanically).
  So, option one has the player receiving a -1 to all rolls in their next conflict.
  Where, option two has the player applying a -2 to physical combat and a -1 to perception checks. This is more interesting, but making the assignments fair and interesting may be more complicated than it is worth...

Conflict Flow
1) Agree that there is a conflict
2) Players declare their Stakes (what are they fighting for?)
3) Judge declares the Stakes for NPCs
4) Judge declares Scope (if they win, how long will the Stakes last?)
5) Judge sets Target Numbers for all Characters
6) Judge selects Action Types
7) Player(s) select Action Type(s)
8) Players narrate the action so far
9) Roll the dice
10) Assign one die to Drive and one to Caution
11) based on the Action Type selected, add the appropriate Aspects to Drive and Caution
12) If you have any applicable Special Abilities, Talents or other Mofifiers (such as spending Luck), add those now.
13) Compare your Drive +  Aspect + Modifiers to the other Character's Caution + Aspect + Modifiers. If your total is higher, score progress equal to the differennce.
14) Compare your Caution + Aspect + Modifiers to the other Character's Drive +  Aspect + Modifiers. If your total is higher, the other character scores no progress. Otherwise, they score progress equal to the differennce.
15) All characters total their progress across all rounds of this Conflict, if that total is higher than their Target Number, they win their Stakes.
16) If no one has won their Stakes, any character can surrender abandoning their Stakes. If only one character remains, they get their Stakes. Otherwise, continue from step 6.
17) if more than one character wins their Stakes, see if it is possible for both players to achieve their goals. Otherwise, use this tie-breaking rule:
a) The player with the highest overall Progress wins
b) in the case of a tie, the player with the highest Target Number Wins.
c) If still tied, the tied player with the Highest Talent Wins
d) If still tied, the tied player character wins over the Judge's character.
e) If still tied, the Judge decides among the tied Player Characters

18) Assess Harm
a) Opponent's Progress is higher than your lowest Aspect - Minus 1 to either Drive or Caution (Loser chooses) for the duration of your next conflict,
b) Opponent's Progress is higher than your lowest Aspect - Minus 1 to both Drive and Caution for the duration of your next conflict,

19) Narrate the Action so far (including the manner in which the Stakes are won and lost).

Obviously I don't know how long each individual step takes.

However, doesn't that mean you have 19 steps which do the same thing as

1) each character rolls to hit
2) If they hit, they roll for damage
3) If the victim needs to save, they make a save

?

Even if you include surprise, morale and generating treasure in there, you'd still have far fewer steps than 19.

  Well, I am just being granular in this discussion so we can reveal any missing bits or "gotchas". This is really a very simple system and provides steps that create that communication between the player(s) and GM. It also makes the Attack vs. Defense rolls a little more dynamic without it being completely random (since you roll attack and defense at the same time and assign what die you want, it creates a sort of tactics that the players can engage with).
  I get what you are saying though and I am trying to keep my eye on that watermark of simplicity.

  Also, I decided to make character advancement a result of losing the conflict.

  Again, I am breaking down the steps to its smallest component pieces so that we can analyze it. The reality is, this is even simpler than roll to hit roll damage, make a save, because there is only one roll (your roll is both to hit and damage).
  Maybe I don't know what point you are trying to make, can you say it a different way so that I can correctly address your concerns?
  I could break down a roll to hit, roll damage system to these many steps, easily (for instance, one of the extra steps is the step where you modify the roll based on your stat, this is a step that a roll to hit and toll for damage system does twice). But I don't think that would be a constructive way to approach this conversation. Instead, I would like to hear what you are getting at and see if it is something I can address with this design that is still in progress.

To show that a 'traditional' combat system with 19 steps in it would be unncessarily bloated.

And when you ask for feedback, the respondents are indulging you, rather than the other way round.
