  Sorry, you are right. I was just trying to find a nice way of asking what we are talking about (and failing, obviously, lol). I am not very good at inferring things and it seemed like you had a point to make and I wasn't getting it.
  I'm at work, but when I get a second, I will post the atomic version of roll to hit, roll damage and you can see that this is no more complicated than that.

Old school To hit/damage systems (for comparison)
1) Roll initiative
2) Determine Turn Order
3) Players declare actions (in turn order)
4) GM declares NPC actions (in turn order)
5) Player move their characters (in turn order)
6) GM moves their characters (in turn order)
7) Roll the dice
8) Based on the Action, modify roll for Stats, and situation
9) To determine success, compare that total against either AC or other appropriate defense stat
10) If necessary, roll damage
11) If necessary, make a save throw
12) All characters total the amount of damage they have received so far, if that total is higher than their HP, that character is defeated
13) If all characters on one side of the battle are defeated, the remaining side has won the battle
14) If no one has won the battle, one side can surrender. the other side wins.
15) If no one has won the battle, return to Step 3
16) Narrate the action so far.

It is 3 less steps, but part of my rules covers issues that aren't  covered by this procedure (like social conflict or accomplishing things more than just defeating the bad guys).

All in all, I am happy with my version.

Yes, but your steps looks like they involve player choices (eg 'Players Set Stakes'), and would therefore take longer.
