I think a game type which lends itself to a Braunstein type format would work well, especially since there are many boardgames which have borrowed this format.

Another way to let players just play their characters, while simultaneously divvying up authority over the whole world, is to make the characters the only prime movers in the world.

Works great for comic book tropes, for instance:  If Liberty Dame smacks Doktor Verdammt on the jaw, it's pretty natural to ask LD's character "So what does it do to him?" and have her respond "He's flung backward through three abandoned warehouses ... the last of which collapses on him in a tangle of I-beams and broken wood."

It's not like that's in any way unfair, because it's all just narrative color.  Verdammt can jump out at any time.  I mean, really ... I-Beams.  That's like tissue paper to these folks.

Basically, you just expand the spheres of how much "effect" players can describe from their characters action until it covers ... well ... everything.
