As far as I am concerned, where you put your rules and where you put your reference or setting stuff isn't such a big deal...as long as it's all together.  I LIKE to have character creation (and by that I mean....all of it) together at the beginning, a la a D&D book, but really the White Wolf 'creation in the middle' works fine too.  In this case I was struggling to grok character creation, and literally 'missing' the character classes portion until I'd gotten halfway through the book... well after the rest.  Water under the bridge, and I suspect that other 'layouts' would be equally problematic to a certain type of fan/gamer.  Nobody gets to please everyone  

I don't have the PDF version to compare layouts, but what I expect normally is the 'step by step', short form, then explainations for everything...probably in the same order as the step by step, but I'm very much a linear thinker.

I prefer the layout in Roma Imperious where my own books are concerned. It has a short character creation in the front then all the rules in the back. Again, I can understand how that may not appeal.
