Under a morphine haze last year, I had some pretty funky dreams that would translate well to RPG. I have the premise already, but what else should I think about while trying to get this together?

Can you translate your dreams into actual locations, NPCs, factions and such?

Hard to say without the details of your dreams. How would the PCs get involved? How could they interact with the situation and alter/change/end it? What incentive is there to do so? How do they get there? Etc.

I'm almost more worried about the software i should use. When I was comatose last April, I had some marvelously vivid dreams that I think would rock as RPGS. I'm not sure whether I want to divulge the premise at the moment, as I'm still working on making it all click still.
 I'm more or less wondering, at what point should I worry about system, and should I try to tie the system into the setting as much as possible, or try to create something that can be worked generically?

Well, first I'd try to get a good concept going. Once you have a strong idea of what kind of game or games you get out of this concept, then you start considering what type of game system you mesh the best with it. If it doesn't exist, or if no existing system would fit with a few variants, mods etc, then you start thinking about building a system from scratch.
