I've always had a notion to explore a particular take on the superhero genre, not a million miles from the White Wolf Aberrant world.

The basic premise is that: there are super heroes and there are supervillains and, inevitably, they came into conflict. This led to a globe-encompassing war. Now the world is a sort of superhero post apocalypse world with power blocs based around superhero/villain fiefs, for example the Empire of the Red Son. The world resembles a typical post apocalyptic ruin with all the usual tropes, except with also a layer of superpowers. Traditional notions of hero and villain are gone, so the Empire is ruled by a Superman like figure who is now a tyrant (like in that godawful fighting video game INjustice).

So the game's about power and who has it. The pc's would be people who have, somehow, manifested super powers/abilities/talents, and have to deal with the new world and its authorities. Are they hunted? Are they heroes? Do they want to save the world or help oppress it in the name of former paragons?

Has anything like this been done?

Not sure of an RPG. But it does sound a lot like "Old Man Logan". Which would (at least for me) be a fun romp about.
